    Processor: Pentium Dual-Core E5400 2.7GHz @ 5.3k
    Mobo: Gigabyte G41 with DDR3 support @ 4.3k
    Ram: Adata 2GB DDR3 1333 @ 4k
    HDD: Samsung Spinpoint F3 500GB @ 4k
    DVD-RW: Asus 24x @ 2k
    PSU: Delta 400w @ 3k
    Casing: Space 703 w/o PSU @ 2.5k
Monitor: I don't have enough knowledge about 19"s. They can be found in 9k. But, u can suggest your HP 1859m 18.5" too. However, moni @ 9k
    Keyboard+Mouse: @ 1k
    UPS: Power Guard 800VA @ 3.9k

Here u go... total: 39k... Exceeds your friend's budget. But, this one got Delta 400w PSU & 800VA UPS. Getting 650VA is a crap idea IMO.

A PC without graphics doesn't need an extra PSU to buy, it will be unnecessary..
So minus the PSU, the PSU with casing is ENOUGH for the config.
If the buyer buys a GPU later, he should buy the PSU then according to his GPU.

True. If he takes Space 703's stock Space 400w PSU (maybe), he can run cards like - 9600GT, 4770. But, if he wants to take a better GPU, then he'll need a better PSU. I think Space 400w is able to run 4850 too, but he won't buy the GPU now, so it might not be able to run 4850 after 7~8 months IMO.

Lol. Gotta disagree about these things.

Asus DVD-RW is 2100 AFAIK, you may get it in 2k, but not less than that. And, u can't find any E5400 is 5k. :*( And, if he takes a 2k's taka's Casing, he'll get a real crap PSU, where Space 400w is quite good, which u'll get with Space 703. And, HP 1859m is better than that Samsung monitor.

And man, get real... use some hi-fi gadgets. 500 taka for mouse+keyboard ?? Increase it to 1k. And AFAIK, u can't find Power Guard 800VA in 3.5k, u'll find others, but Power Guard is the best among the cheap UPSs.

DVD RW is now 1850tk, if u take the whole pc u will surely get a price cut for all the accessories atleast i get from technocare
I bought 2 E5400 with 5k for my friend and uncle
All 2k Casing PSU are not 'real crap', I've seen a casing at IDB @2200tk with a decent PSU. Forgot the name.
Btw, they are more than enough to support this config, I've run almost same config pc + graphics card with normal PSU, no problem at all..
Can u post the specification about HP 1859 I don't know about it thats why i didn't mention it :S
keyboard mouse is upto user's choice thats not important
I've run also a 19"LCD with 650VA UPS bought at 2600tk, so 800VA should not be any problem, btw I've been using OVO

Does it offers DVI ? :S And have to used/saw/heard about it's good/bad sides ? :S But, HP 1859m is well known, that's why I suggested it.

I agree with u about the others.
