Brothers, I've a G41M combo (rev1.3) & want to upgrade my GPU to sapphire R7 260x which is PCIe 3.0....... then, can anyone help me to know this mobo's actual PCIe version & compatibility with mentioned above?

Your motherboard supports PCIE 1.0. Though PCIE 3.0 cards are fully backward compatible, when using a moderately powerful like R7 260X, i recommend you to buy a new pc setup which will provide you PCIE 3.0 lane.

Your total budget for motherboard+processor is 13k?

u will likely be held back by your CPU, and Nvidia has launched their maxwell line GPU so wait for a few days, 750Ti might reach our country pushing AMD to drop 260X's price or you can just buy the nvidia maxwell based GPU.

and for 13K? is that ur GPU budget or something else?

Your R7-260X will work fine with your current motherboard. There is nothing to worry about it. But since your motherboard has PCIe 1.1 x16, there will be a very little bottleneck of your gpu.
You don't need to upgrade your processor, motherboard, either

It's mainly a PSU with 550 Watt. But it can give extra backup even up to 650 Watt. It is surge protected.

I second this. Wait for Nvidia 750ti to be available in Bangladesh. Should not take over 1 month. It requires only 60W which the PCI slot itself can power.

guess they stole the idea from thermaltake! Continuous power and peak power. I can't even find any reliable site for this product! How do u know it has surge protection?

Why the reference one? looks shitty! I will recommend the Asus one or any subvendor one, that will require 6 pin power supply. (although asus's design is kinda weird this time)
