Default How to turn down (auto) GPU clock and memeory while in 2D?

I have an HD 4850 1GB, While in 2D mode in desktop it downclocks itself to 500mhz (as in the pic below) so the temp goes around 50s.
then again my frnd has the same Card, his one downclocks itself to 150 mhz, as a result temps are much lower around 30s while in 2D.we are using the same OS (windows 7 x64).
i heard its possible to set the clock from the Catalyst control, but i cant find it. Does anyone know about it?

Possibly your friend got a newer revision of your card or his card got a newer version of VGA BIOS than yours. Check the VGA BIOS version from the display properties or GPU-Z and compare the version with each other. Flashing your VGA BIOS might give you the same frequency settings as your friend. Some manufacturers (MSI, Gigabyte) offer VGA BIOS updates on their sites. Check if your card manufacturer has any. Otherwise it is possible to dump your friends VGA BIOS and flash it into your card. But it's too much risk to take imo.

High 40s. mostly 48-49 nowadays.Tired like 5-6 thermal paste, 4-5 coolers. Including branded ones...strange thing, gives pretty much the same temp.
