Question Suggestions needed for a CPU cooler

I’m thinking about getting a CPU cooler, but kind of having trouble deciding which one would be the best. Initially, I wanted to get the Thermaltake Frio Advanced but the stock has run out and I don't feel like waiting for an indefinite period of time for stocks to be refilled, unless all the other choices are absolute crap compared to its price/performance ratio. Anyway, my budget is ~7 k. But it's flexible, so please feel free to suggest models. If something more expensive is really worthy of the extra price, I'll surely consider it.

P.S. What I'm going to run is really not that important. The better the cooler is, the higher I'd go with the overclock.

I gave it a fair bit of thought and ultimately ended up getting a CM Seidon 240M last week. Although over my estimated budget, the performance is actually pretty impressive. Some would say the fans are noisy at full speed but I use custom fan profiles to keep it silent even under full load.
