Default Weird sound coming from CPU

I am having this problem for 2 months or so. Whenever i turn on my PC for the first time it makes LOUD (GHER GHER) SPINNING NOISES. But i have learned a trick to stop it. The trick is, after turning on the PC when it comes to the password screen i manually turn off the PC and then turn it on again after 5 seconds. And this time my CPU makes no LOUD noises at all So my question is if something is wrong then why does everything work in the 2nd time

But now it is becoming IRRITATING because everytime i wanna use my PC i have to turn it on then off then on again.

I am pretty sure that the culprit is my Processors default cooling fan OR it could be my PSU also (which i highly DOUBT)

So what should i do now? Help me out guys

you could try one thing... be careful to do this quickly. [to figure out whether its the cpu cooling fan or psu cooling fan]
when u first turn ON ur pc and cpu is supposed to make noises, turn ON the pc while holding the cpu fan blades for 5-10 sec and try to hear for any noise. because with no fan spinning for the 1st few secs, there shouldn't be any spinning noise coming from the cpu fan. but if u still hear noise, then maybe it's the psu.
    try the trick with psu.
now, i am talking from personal experience regarding no fan spinning yet cpu is not burnt. my old e8400 had no fan spinning for over a month. i didn't monitor temps back then. when i started to, i saw idle temps of 68-73 and load temps reaching 95-98c and then shutting down when playing cpu intensive games. dust clogged up the fans badly as i don't and still don't use side panels
