AS38036 is a direct BDIX peer, so yeah.

Doesn't quite mean you're going to get anything more than your internet speed when using them though -- depends on their config. A lot of ISPs have BDIX, but you'll only get whatever speed they advertise, be that locally, or internationally.

    Stats for nerds,

    Code:
    Tracing route to my.seu.ac.bd [203.190.0.18]
over a maximum of 30 hops:

      1 1 ms <1 ms 1 ms dist-mp.edge.atemple.net [113.11.30.65]
      2 5 ms 2 ms 2 ms ae0-1.mirpur.atemple.net [113.11.126.165]
      3 1 ms 1 ms 1 ms gw-smile.atemple.net [113.11.32.130]
      4 2 ms 1 ms 1 ms pradeshta.bdix.net [198.32.167.74]
5 2 ms 2 ms 2 ms 203.190.0.253 (This is the CR, their end of the CIDR /30 on the BGP session)
      6 2 ms 3 ms 1 ms my.seu.ac.bd [203.190.0.18] (This is a corporate PraDeshta IP from AS38036)
