I recommened that for gaming. If he needs more horse power than he can surely go for it. But try to buy Ati 4830 instead of 4670.It wil help him to game @ 1280*1024 all high in maximum game. Itz the best in class.
And for transparent casing u can find some casing at the top floor of ECS. They are nice and have transparent sidepanel with blue led fan.
For motherboard go for Gigabyte. This model OC really well @ its price point. If he dont OC again I will recommened Gigabyte one.

take a look at the link: http://www.gpureview.com/show_cards....=579&card2=586
do u think it'll be worth taking 4830?
it has less core and shader clock than 4670
    will that matter?

    Look at this

4830 has more shader power and memory bandwidth than 4670. And,look how much he wil gain by spending 2000tk more.
4830 has 640 shader unit and 256bit memory interface where 4670 has 320 and 128.
So despite low memory and core clocks 4830 is way faster than 4670.

Everything in abir is ok except processor. Mine opinion is to take q8200 or q6600 as he will do graphic design and stuff so he need more cpu power. He will not play game heavily as he stated erliar. And I think quad core will be helpfull to him bcz tomorrows many application will be optimized for quad core.

    Processor:Intel Core 2 Quad Q6600 [2.4Ghz Clock, 800MHz FSB, 8MB L2 Cache, Quad Core] - 14,500
    Motherboard: Intel G31 chipset motherboard [Gigabyte/ASUS] - 3700
    RAM: 4GB DDR2 800Mhz [Transcend, Twinmos, PQI] - 3,000
Casing: Space w/ side window (as murrad said, i dont have much idea of casings available in BD) - 3,000
Hard Disk: 500GB WD Caviar Blue or if u cant find that, Samsung F1 500GB - 4.200
    Power supply: 400W Tt Litepower - 3,500
    GPU: Either
    1) Sapphire Radeon HD4830 - 10,250
    2) ECS Geforce 9600GT - 8,700
    Monitor: Either
    1) Samsung 18.5"/19" - 9000TK
    2) Samsung SyncMaster 2033 HDCP 5ms 16:9 - 10,000 [I think he should get this, even though its widescreen, a bigger screen and resolution is usually a must for graphics designers so i dont understand ur friends point]

    Total: 49,800(19" monitor + 9600GT) to 52,150(20" monitor + 4830)
