Number of Stream Processors means how many processors (i cant find the right word) are working in the gpu. the higher, the better. example, geforce 8400gs and radeon 2400pro are quite similar. 8400gs has 16 Stream Processors but 2400pro has 40 Stream Processors. so, 2400pro will be overally faster in processing than 8400gs. well, it's concept is not fully clear to me.
performance wise, you should look at these things first -
1. Memory Bandwidth
2. Pixel Fill Rate, Texture Fill Rate
3. Memory Bus Type
4. Core Clock, Memory Clock, Shader/Stream Processors
5. Shader Clock, Texture Units, Raster Operators, Memory Type, FLOPS
