Either that converter is faulty or your monitor is getting less electricity or the cable is lose. Three things can help you 1 . Change the converter and use direct dvi to dvi or vga to vga connector 2. Check the power cable either its lose or not 3. Check the power line is it ok or not

If the monitor is getting power (I.E. - Turning on) the inverter is fine, next you should check is if the inputs are working properly. It could be that the VGA input doesn't work but the DVI does or vise versa. Since ~600 BDT is a rather small price to pay rather than replacing the whole screen I'd say try replacing the cable and see if it works. If it doesn't, just keep the cable for future use and replace the screen or repair it if that's a feasible option.
