Default core i3 3220 3.3ghz 3rd gen with stock cooler?

Is it okay to use stock cooler with core i3 3220 ivy bridge or should I look for better cooler? :/ another thing I wanna ask is that, the cooler that came with the CPU has thermal paste pasted on it, so when putting it in the mobo do I need to add more thermal paste over the cpu? its been a long time since I changed my cpu so..............sorry for the nobbie questions

The volt on the i3 auto adjusts according to load, so low idle temps are possible.

The GPU is probably heating up the air in the case which is being sucked in by the CPU cooler, hence the higher temperature as it's using hotter (than before) air to cool the CPU.
