Post CPU Bottleneck nd thermal stuffs

Hello fellas. I'm buying my first gaming pc in the upcoming month and naturally have been trying my best to get the best setup for my budget. Now, I am buying a RTX 2080 most probably and have been in a fix regarding which CPU to buy. Currently, I'm thinking about buying core i5 8400 or 8600k as it has better IPC. But, my question here is whether or not it will bottleneck the GPU? If so, then AMD ryzen 7 2700x a good choice? Moreover, I was also wandering if I need water cooling for my system if it rocks a 2080( won't be ocing it )?

1.intel i5 or ryzen should be fine depending on what setup you gonna run

2.even a bad optimization from a game can cause bottleneck from pc so it is
    extremely metaphorical

    3. You dont need water cooling for regular use unless you do overclocking or any other modifications but highly unlikely for the first 2 year atleast you won't be needed any overclocking
