    Default cpu temp too high

i have installed a new p4 heatsink over my e2180.my temperature is 40(idle) & 60+(load).cpu is running at stock speed. With my previous small heatsink temp was not that high.fan is spinning around 2600rpm.I'm supposed have lower temp with this bigger heatsink.if i give it 50%load it rises to 54degree in an instant.what should i do?

the heatsink isn't installed properly i think. i also get this problem sometimes if the case gets a knock somehow. then i just install the (stock) fan properly.
