Bangladesh Telecommunication Regulatory Commission (BTRC), in suppression of the
directives on the subject vide this office memo no: BTRC/E&O/VoIP (177)/2005-24;Dated 06-
01-2010, is pleased to inform all concerned that Virtual Private Network (VPN) can be used
through IP network under the following terms and conditions.
Terms & Conditions
1. Government organizations and corporate offices, under all terms and conditions of this
directive, are allowed to use VPN in internet connectivity for data communication.
2. VPN shall carry only the traflic meant for the internal use of offices or organizations and no third party traffic shall be carried on the VPN
3. VPN service is intended for data services only, no commercial voice traffrc is allowed
over VPN. Passing illegal VoIP traffic through VPN tunnel in any circumstances is strictly prohibited.
4. ISP licensee shall provide VPN service to the subscribers of its licensing area under all
terms and conditions of this directive.
5. ISPs shall verify VPN tunnel necessity, tunnel bandwidth requirement and limit the
bandwidth accordingly.
6. Necessary arrangements for enabling security monitoiing shall be made available by ISPs, at its own cost including its maintenance, as and when required by the commission.
7. ISPs shall monitor data pattern of its VPN subscribers regularly and bar any illegal issue.
8. ISPs shall submit a monthly report on VPN client details to the commission within lst week of every month. ISPs shall also provide i single MRTG link to the commission,
containing MRTG of all of its individual clients. All VPN tunnels must need to be included in the link. ISPs must notiff BTRC in written format before enabling any VPN
tunnel over 1 Mbps bandwidth.
9. IIGs shall provide access to VPN service only against specific source IP address, destination IP address and bandwidth. After getting written request form the concerned ISP. IIGs shall preserve all records of ISP request documents; BTRC if required may ask IIGs to provide the documents or may inspect the documents and VPN access list at any time.
10. The Commission may, if required, block any VPN tunnel or traffic from any IP without
any prior notice.
11. The Commission reserves exclusive right and authority to explain or interpret any provision of this directive, if any confusion arises regarding the actual sense of any
provision of this directive.
12.Legal action, according to Bangladesh Telecommuitigation Act,200l, may be taken for the violation of any of the provisions of this directive.
13. This directive shall take effect from the date of issuance ofthis letter. (07-01-2015)
