I don't think he has a PSU to accommodate the likes of HD 5770/6770/4850/4870, so the HD 5670 DDR5 is his best bet.

Mainboard can delivery up to 70 watts by PCIx16 port. But you can not take risk of 70 watts , it's may safe for 63 watts. If you have no branded power supply over 300 watts , you must go for a GPU which is less than 63 watts. I suggest you going for AMD HD 6000 series or NVidia GT 600 series for smashing performance for older game. But GT 640 near about 9500 tk. So your best option is AMD HD 6670, it costs 6700tk. If you spend more 700tk over your budget, it pick playable frame rate at medium setting in 1366X768 resolution most of the recent game. If you do not spend extra money AMD HD 6570 is slightly poor option than AMD HD 6670 in performance/taka. If you going to for NVidia GT630 is slightly better option for you than GT 440 because both of the cards have 96 CUDA cores but GT 630 have new Kepler architecture. And don't go for both AMD & NVidia old card it is not good for recent gaming because of older GPU architecture. So I strongly suggest you GT 630 in your budget range but if you spend extra money you can go for AMD HD 6670.

Where does the motherboard get the 70w (actually 75w) from?

Just a little note, Haswell GT1 will be as equal as ATI 6570 and nVidia GT 640

5770/6770/4850 will work fine with normal PSU. I used 4850 with normal PSU for a year without any issue!
