There is no such thing as "best". Most Z68 and Z77 boards support 2-Way Crossfire PCI-E 3.0 when coupled with a Ivy Bridge CPU, since you are talking about PCI-E 3.0. Other than that, if you have deeper pockets, there are X79 boards (LGA2011 Socket, Sandy Bridge-E CPU).

Obviously, I must go for a Z77 chipset-based motherboard because "It is the only cheap chipset that features PCI-Express 3.0 currently; X79 is expensive ". My first choice is ASUS SABERTOOTH Z77 but it is currently out of stock in ECS Computer City. I should check in IDB Bhaban. But it won't be able to provide optimum cooling gap between two HD 7970s in CF.

It provides a 2 slot gap between the first two PCI-Express slot, most boards utilize this layout and you should not have any issues with a crossfire setup, if you need more cooling you could have a fan blowing cool air onto the cards, or slap a waterblock on them if you can afford them.

I say go for a Asrock extreme 3 -10.5k,Asrock Extreme 4 -12k, or an Asrock Extreme 6-16k....they have awesome layouts.,all of them and are pretty good.
