21.5 in monitor

A friend of mine is going to buy a 21.5 in. monitor.So is there any full hd monitor available now within 16~17k??It would be great to have one with hdmi output and 2ms response time ...please suggest ...he is going to buy it tomorrow

are u going for LED???if yes then u can visit this page..it might help..but most of d LEDs ive seen r having 5ms response time..
