    Question PC Boot Loop

So after thunder storm yesterday, there was a surge which fried my network card. Today I tried to turn on my computer, my fan starts spinning, LED lights turn on but there was no display. This stays for a few seconds and then the PC turns off and again restarts on it own. I turn off the power connection, wait a few moments and then turn it on and everything works fine. So to see whether it was a problem with my PC or my UPS, I connected my PC into the wall outlet directly instead of my UPS. I wait for about an hour, turn it on and the same boot loop happens. I turn off the wall outlet switch, again wait a few minutes and turn it on and everything works fine.

So my question is which one is busted: PSU, Mobo or do I need to use a new Multi plug/wall outlet ?
