Default I can't connect to Uplay and Steam

I've been facing this issue for about a week or so now. My Uplay and Steam client won't go online.

Ubisoft shows that "A Ubisoft service is not available at the moment..." Task Manager shows 0% usage on my network. As an afterthought I put in incorrect password. If Uplay client connected it would show incorrect password or email. It doesn't. Still shows the previous message.

As for Steam client, it checks for updates and then shows the message : " Steam needs to be online to update. Please confirm your connection..." 0% network usage on Task Manager.

    What I've done so far:
    1) Flushed the DNS cache

    2) Reset hosts file

    3) Contacted ISP (as usual "no problem boss")

    4) Contacted Ubisoft customer service. Still doing.

    5) Turned off Antivirus and Firewall

    6) Scanned PC with AV (Avast & Windows Defender) and Malwarebytes free

    7) Reinstalled Windows

    8) Changed ISP (there were other problems with previous ISP)

Yet I still can't access Steam and Uplay.

May be your IP get blocked or its may be a routing issue.
    Can you ping their server?

Or you can just try a vpn to see if it work. In that case you will be certain that its a ISP issue.
