Your body needs carbs to make Glucose which provides energy and keeps your body going. You are absolutely right, we do need carbs to build muscle faster.
BUT.. make sure that u take complex carbs rather then simple carbs. complex carbs take longer to process and wont let your body to store them as fat. Complex carbs are found in whole grains like brown rice, vegetables etc. simple carbs are found in fruits and in processed suger added foods like bread or cake.
Eat Potato man.. tell u what.. eat more potato and eat less rice.

and
try to fast during night. Just dont eat any carb after 7pm till 7am,
better just dont eat after 7pm, and make sure that u take a balanced breakfast. AT 7 AM DO_NOT_MAKE_YOUR_BODY_WAIT_ANY_LONGER. Having a breakfast which contains Carbs and Protein is very important. This way you will lose body fat WAY faster and gain muscle instead.
another thingy.. dont eat too much at a time. Eat less but eat more often.. better maintain a 3-4 hours interval. start eating Carrots whenever u feel like eating..
and drink one glass of water 5 minutes before a meal.. this way u will kill your hunger a bit, it helps to avoid eating unnecessary foods.
DOnt drink more than 8 glasses or water if its cloudy and cold, 6 glasses is enough water.
Dont drink more than 10 glasses of water NO MATTER WHAT.
lastly, avoid sugar the way u avoid Ganja.. it makes your body building harder. buy some Protein supplement. Bangali food habit is so low in Protein :S boil the egg and toss the yellow part in the street.. I_MEAN_IT. eat fish as like mad.
