500W is enough actually but if it's an old PSU then get a new one. And ya buying everything from abroad is not a good idea because of the warranty. You can try those online shops in FB that import stuff for you. That way you'll get your warranty, albeit a slower process, but it'll be a lot cheaper as well.

A 6970 runs fine on a 500W PSU, and the 680 consumes less than that. But the TT TR2 is not a very good PSU, so I can't say

TT TR 2 500w is not enough to handle a GTX 560Ti. Now, Do the math.

The latest revision of the TT TR2 should comfortably deal with the load.

35amps max combined or summation of the two rails? If it's the earlier than no worries, lesser efficiency means more current draw from the wall socket, and has minimal to no impact on the power supply's rated wattage capabilities.

Only a single 680, if yes? Then get the > Toughpower XT 675.

Toughpower XT is just the newer versions of the Toughpower which are Tt's best PSUs. I own the regular Toughpower 600w, and it has served me for quite a long time, so yeah I can pretty much vouch for them.

Get the XT 675, it's the cheapest XT(capacity wise) and will also capable of 680 SLI if you've plans down the road.

I am also planning of getting a High-End i7 Ivy Bridge + High-End Motherboard. Do you think it will be able to support all of it?
In reality all those components will pull less than <100w for idle(with your 680/HDD/ODD/fans/Sound card/SSD) and load(3DMark/FurMark/prime95/IBT) will be around 250w(peak, which you won't hit 90% of the time) at best. You only need 700w PSUs if you want to run two GTX480s pal.
