Ya acetone should work as well but rubbing alcohol maybe more suitable for this sort of work.

just curious- 1 its perfectly okay to remove paste with tissue right?
2 why alcohol? easier or people accidentally put thermal paste on the socket? in that case can iso alcohol remove the paste from mobo socket safely or not?

I've used tissues before with no...issue. I prefer something more durable for the processor cause with a cooler, I can take it off and scrub it however I like but can't do that with the processor. Sometimes it does tear off and once I did get it stuck between the processor and the socket.
Yes alcohol based solution dry faster and reduces risk. It also softens the existing paste to the point where it is paste-y and not very liquid.
1. Yes, it's fine to remove the residue by a tissue paper but make sure it doesn't tear and get inside any of the hardware.
