My ISP uses BTCL line. Now I can connect to steam through this line, but fine with banglalion/qubee.

Buy a good vpn, alternatively find a good one.
No asian vpns are free though

Well ya that has always been the case with BTCL IIG. Steam should login but the games won't be able to connect online.
BTCL drops all udp, that being the reason. You have no other option if you're under btcl.

so if i have a legit account in bd then can i download game? or i just cant play mp due to disbaled port?
You can't play unless you use VPN softwares.

If you get BTCL IIG. There's also Mango, games work with that just fine. You'll still have the high pingsthat's strange!!! so if i come to bd, all my steam games will be valueless...

which isps in bd can give me 2mbps line with unlimited usage?
Most of them should have that option, just be sure to opt for Mango. If not, buy a VPN somewhere like Singapore.
Steam's -tcp option is fine for the app itself, but you can't really game with it on source dedicated servers.
