Exact same card. Tried MSI Afterburner to set different clocks; didn't work. Then I reverted back to an older driver. Some games crash but now it can run at 1070 core clock.
Looks like AMD now doesn't give a single ¤¤¤¤ to previous generation cards. I saw zero improvement in performance in games when I had the latest drivers installed.

in 2012 i had my 6970 lying down at home while i came to dhaka for the admission test from sylhet , after 6 months when i went my home back and start my pc it failed to display i was like wtf it's just failed automatically because no one used my pc for a certain period and it just pooped xD . meanwhile if you just see recent times many of the 7xxx and r7 series are just dying without any cause because of pushing too hard from the drivers or because of random vodoo reasons but one thing is sure i am not going for amd anymore atleast not going for their gpu sections ever again
Looks like AMD went all-out on their CPU front cuz Ryzen is no less than excellent, but made the GPUs a total mess. Vega is late, polaris was not so spectacular, and older cards have almost zero driver support.

doesnt seem like there is a solution without reverting driver to older ones... sad
