Yes, that's a thing which all should mention very clearly. Anyway, here goes for the full PC incl. Monitor, etc. according to my very little knowledge.

    CPU
    : Intel Pentium G620 @ 5.8k
    Mobo: Any H61 among these: 1, 2, 3, 4, 5, 6 @ 5.5k
    RAM: 2x TwinMos 4GB (= 8GB) DDR3 1333 CAS-7 (LINK) @ 3.8k
    GPU: Sapphire 7750 1GB @ 11k
    PSU: GIGABYTE 300W (LINK) @ 2.6k
    HDD: Samsung 1TB 7200 (LINK) @ 10.2k
    ODD: LiteON DVD-RW @ 1.7k
Chassis: Very ordinary ones @ 1.5k
    Monitor: Any good 18.5"/19" LED DVI-D @ 9k max
    UPS: RahimAfrooz 600VA @ 3.2k
Keyboard + Mouse: A bit better than normal ones @ 1k
    Speaker: Microlab M-280 2:1 (LINK) @ 2.5k
    _______________________
    Total: 57.8k = 58k

P.S.: * The CPU/GPU is uber ultra-low power-hungry, so this PSU will be much more than enough AFAIK. More future-proofing here wayy exceeds the budget. Better get a new PSU when upgrading. & please, avoid 700tk.s' dirt cheap PSU. A good PSU is just as important as any other hardware.
    * No point of getting 320GB~500GB for 2~3k less.
    * Getting lower pricey speaker than this won't be a smart decision AFAIK.

He can actually buy a Delta 400W For 2.5K instead of buying a Gigabyte 300W for 2.6K unless I'm quoting the price wrong, @Banglavai might know better.

    1. A Gigabyte Superb 300W is not enough for a 7750 fyi. Needs a Thermaltake 430W Litepower atleast, which is around 4k.
    2. 21.5" Monitor requirement mentioned by the op.
    3. In process does not, anyhow, mean Onboard. I guess he meant that he's still thinking about them.

    1.

    i5 2400 - 18k
    Gigabyte GA-H61M-S2P-B3 - 5.5k
    Western Digital 500GB - 7k
    LG W2243T 21.5" LCD Monitor - 11.5k
    Thermaltake V3 - 4k with a thunderblade.

    Around 46k.

    2.

    i3 2100 - 11k
    Gigabyte GA-H61M-S2P-B3 - 5.5k
    Western Digital 500GB - 7k
    LG W2243T 21.5" LCD Monitor - 11.5k
    Thermaltake V3 - 4k with a thunderblade.
    Sapphire 7750 - 11k
    Thermaltake 500W Litepower - 4.5k

    Around 54.5k.

@Z!mM3r , IMO, getting the i3 would be a better choice in this budget.

If that's true, then go for it.

    1. Here's why I thought it'd be more than enough: 5670 doesn't needs aftermarket PSU, that's something everyone knows. And, 6670 is a rebranded 5670.
Now, here's da power consumption bench from a very well-known site: TechPowerUp (Image). Guru3D (Image) confirms that it needs similar power.
    2. Actually, his friend didn't mention that he needs 21.5". Z!mM3r said he thinks 21.5" would be best.

    n LulWhy da "XD"? :-S

    CPU: 16~18k.
HDD: No idea whether "black" or not: LINK
300W is not enough for anything, i did not suggest a 500W PSU for it, just a 430W LP which provides around 350W or so, imagine what that 300W would provide then. And skimping on a psu is never an ideal idea, since the price difference is just around 1-1.5k.

Z!mM3r thinks 21.5 would be better for him, so that's his requirement.

And about the XD part, did i say that to you? I don't think so.

    @ error, where's RAM?
IMO, getting i3-2100 for almost 2x price of G620 doesn't worth it. Either go for G620 or i3-2400/23xx Quad-core or how about waiting for Ivy Bridge?

Both chips are based on the SB architecture, hence perform very similar. The 2100 has the edge here because of the higher clock speed, but that's just about it, while the G620 is a good deal cheaper.

If you multitask a lot(which uses a lot of threads), then yes the 2100 should be clearly faster, but other than that they are pretty neck and neck.

I for some reason believe @FilClaw 's configuration is perfect, except for the Gigabyte Power Supply, swap it with a Delta 400W PSU and maybe lessen the size of the hard drive to 500GB and you can squeeze in an core i3 2100, but then it'll be the same as @error 's suggestion if the person you're buying the pc for is not a hardcore gamer, then such a processor is actually a waste, and he doesn't necessarily need to buy a TT Casing, look at space's offerings which should be cheaper

Both are made of same architecture and tech. G620 has less clock speed and a few features disabled. Which won't matter much after, say 1.5 years, as both are Dual-core after all. But, here's i5-2400 differs. It's a true Quad. More and more games are getting benifitted from Quads now-a-days.

Among the synthetic benchies, how many will actually matter TO HIM? Can't he wait 5 sec. more? But, if that's a 10 min. difference, that matters. And, real-world cases won't always be exact same as these benchies. Like: he won't be using 6970 GPU, 16GB 2133 RAM etc.

Casings' point is a good one!
As for the CPU, I'd say, i3-2100 will be a waste but i5-2400 won't be bad. Much more future-proof upgrade.

P.S.: When he's getting the PC? How about waiting for Ivy Bridge and/or GTX 600 series?
