Nah same devs. Bully dev Rockstar Vancouver was merged with Rockstar Toronto. Unless considerable talent flight, they're the same dev team.
I thought the sequel was never coming out like HL3 but thank god, it is finally happening!

Anyone know possible release year? Played the hell out of the first bully (200 hours) and just seeing this made me nostalgic...
