12 inch tablet discussion

Hai could anyone find me a 12 inch tablet at as lowest cost possible as ill only use it for reading pdf/comics and other books or may be couple of videos.
**Second hand is ok.
my choice:
1. Chuwi hi12 , comment if there is any better.
And another thing is how to buy it !!!! i mean is there any facebook group they import from china?
And is it possible to get a second hand hi12 ?
