    Depends on what type of VR experience you want.
    Almost any phone works with google cardboard (and it's many 'premium' looking plastic made headsets). But it isn't really that good. Having a phone with very high ppi will help. They are fun for a while. But honestly, the lack of user inputs and narrow viewing angle will cause the novelty factor to wear off pretty quick.
    Both gearVR and daydream will need you to have a high end samsung galaxy or google pixel device respectively. They are way better but doesn't really meet your requirement for a low budget vr compatible phone.

    low budget phone's does not support exclusive VR headsets but if you are talking about the google cardboard thingy then most of the cell phone's support that , but for vive you at least need htc 10 and for samsung vr's you need their flagship phone's like note 5 s6 and s7 and afik not a single cell phone got vr supports so far unless you use FreeFLYVR's which also supports many vr cell phone's which are listed in their website

    Didn't get the vive part. Why would you need a phone to go along with a vive?

    Maybe it can work on samsung Galaxy A5 by rooting and change model in the build.prop to SM-N910F and insert in gear vr - then it downloads the oculus software. Most apps like games work, other video apps dosn´t, however you can use the samsung browser to view youtube videos and the samsung gallery app for your own videos. Netflix workes great !
