It's not defected brother, it doesn't cause any performance or heat issue. The card is running perfectly fine in my PC. And I've already mentioned the price is negotiable

To the seller: do you still have the broken fan blade?
I have the blade, I also contacted with UCC. they said not to attach the blade with glue or anything, cz when it will spin it might fall off inside the card and the whole fan and card might get damaged. They said they're gonna search the fan for me, but I don't thing they will find any. I myself didn't find any Twin Frozr V fan unit in amazon/newegg. If anyone can find help finding those fan I can buy that.
For now, it's not an issue actually apart from that little case vibration. [My case is 5 years old Thermaltake V3]

Ridiculous. I have fixed about 10 fan blades that broke off with a 100% accuracy. If you do it properly, it'll never break off unless you break it off yourself. Just take your time, apply the glue carefully on both ends, hold it steady for about 5 minutes, leave it to dry off for about 2 hours more just to be safe, and unless you look with a magnifying glass, you yourself won't be able to tell the difference.

No, unless you can change the fan itself.

As you've mentioned "valo", what about this?
