hmm... i cant suggest anything other than lappy at that price... u can manage to buy core i3 ddr4 8gb pc with 25k but...
which adobe software you want to run? adobe softwares may need anything between a core i3 pc and core i7 8 core+ titan x... just saying :v

u may get pentium dual core 5k
with h110 ddr4 6.2k and
8gb ddr4 ram at 3.5k and
psu... antec 450 3.8k
casing... 2k
so that means almost 21.5k
+ hdd will be 3.7k 1tb and odd 1.5k....
so its not even possible to buy ddr4 setup within 20k...
but if u choose ddr3 pdc... which aint different than ddr4 pdc... you may buy this setup 1.5k to 2k less
ah...sorry, I didn't specify earlier...Adobe softwares like Photoshop, Illustrator, InDesign etc (preferably CS5/CC versions)...nothing too heavy. Done little reasearch and liked the i3-6100 processor. Can you also recommend good components to match this processor considering a decent budget? Thanks!
