Is the PC you are talking about is same one that's in your profile, the one with G31 motherboard? If yes then you cannot do it without rebooting your PC and go into bios everytime.
On Intel 70,80,90 series motherboards that suports Lucidlogix Virtu or VirtuMVP technology it can be done within windows.
Bios -> Advanced -> Chipset -> Initiate Graphic Adapter [PEG/PCI]
From ther select "IGD" to use motherboard's built-in graphics card, select "PEG/IGD" to use the external graphics card attached to the PCI-Express slot. Note that, switching with this method doesn't actually switch between monitors, it switches between the entire graphics cards. For example, when you switch to the PCI-Express graphics card the built-in graphics card will be completely disabled and won't even show up in the device manager.

The usual solution for USB keyboard not working to access BIOS is to plugging it into a native USB 2.0 port and enabling "Legacy USB Support" in BIOS. But for your keyboard you might have to disable NKRO in the keyboard too. For that you will have to consult to your keyboard documentation.
