Look at it this way. Suppose there is an app that uses BD 100% and has 100% core efficiency.
Dual core BD:
single core = 100fps
only second core = 100fps
but if the app uses both cores do you think it is even possible to get 200fps? 0% chance of that happening since each cores share the same pool of resources which would restrict each core from performing 100% like they would individually.
It's the reverse of Intel, i7s are quad cores but can do 8 threads (advertised as quad core), these are 6-8 cores, advertised as such but can't really perform like 6-8 cores hence the lawsuit.
The scores in Passmark would be even higher if these were true to their name.
