Well the exact model of the psu, and not just the brand name.
Someone has probably changed a Capacitor or two inside that. My friend's Tt TR420W was bought from there like 4-5 years ago for 700/= (+ 2 fanless Jinjira PSU). It had Jinjira Primary Cap inside it (we knew because the shopkeeper blasted one while fixing it in front of us). It's been running fine since then; aside from the 220V static shock on the monitor screen and the case.

A 750W for 3k? What are you gonna even do with that?
Who knows, maybe the coil was replaced as well. Maybe the other rails are defective, trust me one component being fixed doesn't explain that the others will work.
