    CPU: Core i5 24000- 15.5K
    BOARD: Gigabyte Z68MA D2H B3- 12K
    PSU: Delta 550W- 6-6.5K

According to your budget, this setup would suit you fine. Although taking a Z68 board with a locked processor is kinda useless, you can take a cheaper board & use that money to get a better PSU. 4GB (2x2GB) A-Data 1600 XPG modules will cost you 1600 a piece, a pair would go fore 3.2K, but it would be wiser to take 8GB (4x2GB) 1333 modules instead, since you won't be overclocking.

I can also suggest you an AMD setup, if you want. But go with SB, it'll be more future proof & you can pop in an Ivy Bridge along the road if you feel the need for an upgrade in the near future.
