@VANGUARD price of Gigabyte, GA-Z97X-gaming 3, 280x/290/390(whichever is cheapest) and 4th gen i5 please.
for storage get any 1TB seagate or WD HDD, and a 120gb samsung SSD.

4th gen core i5- 14.2k
gigabyte 390- 310$ in usa- 32k
gb 380- 220$ usa- 22k
ssd 120gb- price here ~5k.
and this should tell you everything you need to know about inflated computer market of bd. for getting a better idea please browse sites like ryanscomputers or ucc-bd.

i3+ 85chipset mobo ~16k
or take i3+ 81= ~14k
r9 380 4gb 22k
8gb ram 4.5k
2tb 4.5k
case- ask vanguard for delux casing at 2k, or search for value top, i think there should be good value top cases at 2k
power supply- this is the most trickiest part, as all 'cheaper' power supply in BD are entry level not good level, and also that amd card is much more power hungry than competition.
so, i think thermaltek tr2 450w or something is available at ~4k
or take cm gx2 550w ~4k
keyboard mouse 1k
~52k

replace 380 with asus 960gtx 2gb, which is priced at 19.5k, so you will save some money. also 960 is more power efficient, meaning entry level power supply(which you are actually buying) should be pretty okay with it.
performance wise in 960 is 10-20% slower than 380 in 'most titles'. but i personally dont think its much significant at all. having said that i just think i started world war 3, again.
edit:
please note: amd gpus dont scale well with core i3 because of their poor dx11 drivers. so you might consider buying 960

personally, i see everybody suggesting ssd at every budget built, i only suggest ssd at ~80k budget built (reason-better gpu and processor)
i know they don't make them anymore, but thought leftover gpus are still there. and i5+370 is better depending on what he's going to do with it, but yeah in most games i3+380 is better. for RAM either a 4gb or 8gb gskill.
and low storage ssd's don't cost much and you just use it to get faster boot times so a lot of people get ssd's over expensive cases and peripherals.
btw OP i know someone that sells prebuilt's there's one for 55k but warranty on it is 1 year, so let him know if interested.

CPU : Core i3 4160 = 8.7k
GPU* : ASUS STRIX 960 2 GB = 20.7k
MoBo* : GIGABYTE B85M-D3H = 6.6k
RAM : ADATA XPG 8 GB (2*4) DDR3 1600 CL9 = 4.4k
HDD : WD or Toshiba 1 TB = ~4.4k
Case : CM N300 = 3.5k
PSU : "Someone please find him a good PSU around 3-4k"
TOTAL : ~53k (sorry for exceeding budget, but try to get this [or better])
*GPU = Try to find cheaper unit by looking around you might find one.
*MoBo = If you're fine with it then go for H81 (around 5k) or B85-HD3 (6k)
