I don't think it's available in BD, and even if it was available I don't think it's gonna be worth it. You could get the i3 4160 and there'd be hardly any difference, 0.2 Ghz isn't gonna make any noticeable difference. Even if it was available it'd be about 12k (11.76k at 1$=80tk rate), when you could get an i5 with just 2k more, so if you have a budget for the 4370, then don't look for it, instead try to raise your budget and get i5 4460, much better CPU, with higher Price/performance ratio.

Why did you want this in the first place btw ?

Best processor in my budget i thought. PC experts still emphasize on faster less cores than slower many cores. so preferred 4370 over 4460.
I'll mainly use my pc for rendering and occasional gaming. the 3.8Ghz dual cores would help me a lot in rendering while working on other stuffs.
    Sad if it's not available.

P.s: not buying any GPU right now. all will be processor intensive work.

if you need it for rendering, then an i3 is a very bad choice. you need an i7 since it has hyper threading. but since that's out of budget, maybe get an overclocked AMD chip. but if the rendering isn't that important compared to eveything else you need then i5 4460.

What should be emphasized depends on the use. If the use is in a multi-threaded program then more slower cores, are better. In a single-threaded work, or a case where fewer threads (2-4) are used, less faster cores are better.

For rendering, more threads are important in most cases. Going with an i3 is a very bad option, unless you are doing very light rendering, and/or have an extremely tight budget. In such a case I suggest getting the i5 4460 at least, by raising your budget to 14.1k, it's just about 2.5k more than the 4370 could have been. Still you won't get the proper power needed, but this is the best CPU in your budget for your work.

If you are in an extremely tight budget, and you don't do more of the advanced rendering, and you are just starting out then get the AMD FX6300, and it has 6 cores, and can also be overclocked for good Gaming performance. However the CPU overall is weaker than the 15, and also weaker than i3 in some cases, but the extra cores will be great for your work.

However, I do not suggest going the AMD way, because if you go with an Intel chip, then there is an option to upgrade to an i7 in the future, when you'll do more serious rendering and will need the extra power. On AMD you'll be stuck with the old CPUs.

So it depends, if you are planning for long term use and upgradability (that's probably not a word but whatever) then go with the i5 4460. If you don't want to spend some extra cash, now, and even in the future, and agree to use a weaker CPU for a long time then go for AMD.

You don't need Z97 for your non-K CPU. An H97, or even B85 will do given that you're on a budget. MSI, GIGABYTE, and ASRock are all good. I'll suggest getting the GIGABYTE one if you want bang for the buck, as GIGABYTE MoBos are good yet cheaper. MSI is also good, so there is no problem going with them, but they might be a little bit more expensive.
Contact @VANGUARD for getting a good price on GIGABYTE products, he works for GIGABYTE and quotes great price for the products, especially for BG members sometimes.

Also BD Prices of MoBo are not overpriced, I think they are well priced (usually $1=~85tk), if you compare it to GPUs ($1=100tk+). I think MoBo prices in BD are quite reasonable so no complaining on that. I think that because you're on a budget and were looking at Z series MoBos you think they are overpriced, but in reality Z97 boards are expensive, as they are the top of the line boards for non-E Intel CPUs, those boards are meant for Overclocking, and other high end features. If you compare Z97 prices to K series CPU's which start at 20.5k (i5 4690k. Let's not count G3258) then Z97 are pretty reasonable in price for what they are.

BTW, why are you not looking forward to Skylake ?

Skylake Non-K will be announced tomorrow at PAX. Skylake Core i5 6400, 6500, 6600 and i7 6700 will be announced which will be nearly the same price as Haswell. Although during launch the price in BD will be higher, but if you can wait it will be really worth it as you will be a bit future proof. Haswell is also still good though.

Also you can get H170, or B150 MoBo which will not be very expensive. The only thing that's really expensive right now is DDR4 Memory, so that's probably gonna cost you.

One shouldn't really think about Haswell right now, because Skylake is being announced along with a whole range of other stuff, by the end of this year I think one might be disappointing if he/she is building a new system with Haswell. Currently this is the transitioning moment between generations, who knows if you'll find a really good Skylake CPU for the price. It's not like you'll have to wait months. Just wait, you would still be able to get Haswell if Skylake is expensive.
