    Get G.skill instead, you'll save 400tk for 1600Mhz. Get an Corsair VS450

and for mobo, average B85 or good H81 mobo from Gigabyte, MSI or Asus. @VANGUARD can give you something solid for Gigabyte stuff (both motherboard and GPU)

RAM : Corsair is fine and better, but if you want to save some money get the G.SKILL one which is cheaper. There are other cheaper ones too, look around a bit.
    PSU : Corsair VS450 Price : 3.3k-3.5k
    GPU : R7 265 available for 14k. R9 270 available for 15k (might need better PSU)
    Processor : i3 4160. 8.7k at Ryans
    MoBo : Gigabyte B85 @ 6k

I tried to fit things in your budget but it still ends at 37.8k, you can chap out a bit at the RAM and maybe get a H81 board (but remember it won't support PCIe 3.0) and try to get it under 35k, but raising your budget a bit to get better PSU and MoBo (B85 at least) is your best bet to have a upgradable system for future.

I might save some bucks from a close retailer and I hope that lets me a bit of relief..

Get any H81, no big deal, as long as it is i3 and 270/270X will be the better deal.

For the PSU VS450 will be enough for now.
