    can i run radeon hd 6850 with a thermaltake 400 watt PSU

    i have core 2 duo
    4gb ram
    1 TB HDD

    No. Take a good look at this link.
    It clearly states that:

    500 Watt or greater power supply recommended .

    Whats the point of destroying a costly card by using it with crappy PSU ?

    so thermaltake toughpower 500w or xfx pro 450w which is better? i know that 450 can run 6850 easily
