At your budget you can go for 5670 which is 6.5k and 2gb ddr2 ram 2k. Anything more than this will cross your budget. But you can also sell your old graphics card and thus increase your budget. Then you can go for 5770+deluxe 400w psu combo. It will cost you total 13k. This will be a decent upgrade. But note that you are short in ram too.

    For secondary use: E2160 OC @2.2Ghz| Gigabyte 945GCMX| 1.5GB DDR2| Thermaltake 400w| Intel GMA 950

9500gt may bring u around 2k. u seriously need at least 2 GB ram for gaming. hd 5670 will be decent for your 18.5 inch monitor. and try to get a good psu.
    hd 5670 = 6.7k
    2gb ram = 2k
    Tt tr2 450watt = 4k

    total 12.7 k

crysis 2 is quite cpu dependent, it gets a lot of boost from quad cores , a dual core 2.5ghz will get a lot less fps

Try to buy the GDDR5 version, and try to avoid UCC products (Sapphire/XFX). Go for Gigabyte or Asus.

Sapphire no doubt is the best manufacturer for ATi/AMD cards, but UCC imports Sapphire cards, so you might face bad customer support in case your card shows up with some problems.

    go for the Gigabyte one.......
If you can bring the card from abroad, then go for sapphire...especially from middle east or north america....
Most people think time is like a river, that flows swift and sure in one direction. But I have seen the face of time, and I can tell you, they are wrong. Time is an ocean in a storm. You may wonder who I really am, and why I say this. Come, and I will tell you a tale like none you have ever heard.

You should have atleast a Tt 400-430W. Go for Delux 450W, and put your card in risk.
