Within your budget Thermaltake frio will be good.
Or, if you can increase your budget a bit then Prolimatech Megahalems Rev. B is great

What about Spire Thermax Eclipse II, Corsair A70 or Zalman Performa. Are these better then Frio or Megahalem?

The Spire one seems good but it doesn't have so many reliable reviews over the Internet. On the other hand The Megahalems is a proven performer. You can also opt for Zalman CNPS9900. Great performance for the money.

I am also thinking of the Spire. But it doesn't have a plain baseplate because it uses direct touch technology, so I am thinking if some air get stuck in that place and produce heat?

I saw a review on xbitlabs where the Spire Eclipse II is on par with the Noctua NH-D14. So I am thinking that it can reduce heat more than the Megahalem. Moreover the Megahalem is a little pricy then my budget and doesn't come with fans.

My hyper 212+ has got HDT technology too. it's not a big deal. Application of thermal paste is the tricky part of HDT coolers. Just see youtube.

Ok. So should I go for the Spire? And should I use the stock 2100rpm fans that comes with the cooler or can I use 2000rpm led fans like Xigmatek Crystal Series?

nah, there won't be such problem. Theoretically, HDT should perform better than traditional plain mirror finished base since with HDT, heatpipes get direct conductivity from processor's heat-spreader. Therefore, heat is consumed by heatpipes and dissipated by fins even faster then conventional method.

I don't have enough money to buy that bro. Because I have to buy a mouse, a ups, a monitor, a adsl modem and couple of led fans (I also want a new case but don't have enough money for that ). And I don't wanna do any OC, I just want to keep my cpu cool under full load.
