Yes, most probably Daru blocked ISPROS IPs. As far as i know there is a clash between ISPROS and Daru is going on. For more details Check this

My cousin uses ISPROS @ Pallabi. As far as i know ISPROS didn;t reduced price rather revised the Bandwidth.
