    Go for AMD setup.

    AMD Phenom II X4 955
    Clock Speed (GHz) - 3.2
    L3 Cache (MB) - 6
    L2 Cache (MB) - 2
    @13.5K

    Better than Core i3
    No idea about Monitor.
Red Fox is another generic ups I guess.
    [যেই দোকানে যেইটা থাকে দোকানদাররা সেইটাই ধরায় দেয় ভালো বলে ]
I've used OVO ups from the beginning and its good So I'll suggest that

The MS228H would be better than the Viewsonic one. Or you can get a Samsung B2230H 21.5 Inch for 11.5k only
Never heard of red fox ups, but 3.5k te 600VA Rahimafrooz or Apollo 800VA paben :/ RA 600VA ta better imo
Casing 3-3.5k te TT V3 paite paren probably
Or get a decent space casing.

If i were you, i would get,

    Samsung B2230H 21.5 Inch for 11.5k
    TT V3 for 3.5k or so :/
    Rahimafrooz 600VA for 3.5k
    And a Fortex 500W PSU for 2.6k

And a high end C2D is theoretically better than an i3 :/ But abir bro'r amd suggestion ta better hobe

For monitor I prefer Asus ms228.It has got all the needed features that should be available in 21.5 monitor.AFAIK it's available in market.
For processor Abir bro's suggestion is good.It would be better than Core I3 530/540/550,C2D E7500,Q8200 etc.If you dont take AMD processor thn take the Core I3.
For casing my first opinion should be Delux SH 496 ATX Casing.Though it's a bit pricey (4.2k) but it's big & has got very good ventilation system.Next options should be Space 703 or Gigabyte Setto 142 ATX Casing. For look in between this three I like the Gigabyte most.
For UPS Error has already given you the options..

In BD right now no high end C2D processor is available AFAIK.E7500 is available but it cant be count as a high end C2D.

1.do u need casing with psu?if not, than go for tt v3 for 3.5k~
2.for monitor ,go for samsung first then 2nd choice asus...see the specifications.
    #response time 2ms.
    #native resolution full hd.
    #hdmi port
#no need to see contrast ratio
#led , good backlight and black contrasts.

And for cpu, ofcourse i3 is stronger than c2d....
Infact [email protected] ,8.5k is equal to athlon IIX4 640 in todays games and many other applications ,consuming a lot less power than the later...but, in future ,of course that 4core is the way to go...

Others already gave the suggestion. Let me repeat it again. Choose between Samsung and Asus for monitor, and try increasing the budget a bit more and get either V3 or the Gigabyte one that Arif69 bro suggested. And about CPU, I would have gone for the Phenom II X4, I really love that CPU.

Owh, then an i3 or the amd would be the way to go
And about the asus monitor, imo, those nifty extra features are not that necessary, and besides, that looks kinda bulky and stuff, the samsung one just looks better But HDMI is a must, and take the Samsung B2230H for that, the B2230 doesn't have HDMI support

Bhaiya, we are not suggesting TT PSU's and won't even suggest them. About cases, no other option The V3 looks better than most other Space or Delux or such casings

Yah, i3 would be better than AMD/C2D/C2Q.
& Asus MS228H is great. (if all the LED's disappers, buy the Samsung P2250 )
    However, please buy 4GB RAM.
