Angry Video streaming slower than downloads?

Video streaming not taking up all bandwidth?
I recently got my Link3 256kbps NDP connection at Uttara. After 8pm, my downloads are at 512kbps.

My network meter gadget shows that when I download using IDM, or utorrent from the web, I get the full 512kbps but when i stream videos from Youtube and other website the speed goes up and down from 96-256kbps drastically and frequently (leaving the red timeline youtube buffer bar to a stall). This is sometimes the case with browser based downloads.

What could be the problem? This is just driving me nuts! It happens with all browsers. Here's a video I made (it's in swf, play it using MPC or Splayer or Swiff player).

Last minute addition. This happens only after 8pm, after the BW is doubled!

    Sigh....
Has this never crossed anyone's mind? When you stream, your browser uses One thread(Or one/single connection only). BD has one of the shittiest peerings in the world. You get higher speed in IDM because of higher threads(Maximum 16) and uTorrent thanks to the multiple number of Seeds/Peers. This is nothing unusual.

I get full BW (32KB/sec) and thus can stream videos just fine until 7:59pm. When it's just 8 pm, my streaming speed reduces to 10-15KB/sec. I never had this type of problems with any ISP in my life!

Also Expected. Is that not the 'NDP' period? tl;dr: Their network can't handle whatever load they're putting onto it. Overselling, etc.

Yup, that's the NDP period. I don't think that they are overselling coz other Link3 users are not having this problem (except Uttara users)
