Default LCD Monitor + TV Card

i want to buy a 18.5" LCD monitor & a TV card. Does the native resolution of the monitor & output resolution of the TV card has to be same for best quality output???
coz almost all 18.5" monitors has output of 1366x768 px. only LG W1953T gives 1440x900

& i have 3 tv cards within my budget
    Gadmei 5821E: 1920x1200
    Perfect 2830E: 1440x900
    Realview: 1440x900

what monitor & tvcard u ppl suggest?

    Whats your budget?

    ---------- Post added at 20:21 ---------- Previous post was at 20:19 ----------

It'll be better if you get a 19" monitor instead of a 18.5" one, coz all TV-Cards don't support the 1366x768 resolution, and yes you'll need the resolutions to be same or else the picture will get cropped
