Well, you haven't answered Mohiuddin bhaiya's question yet, so assuming that your friend's purpose is gaming mainly, here's my suggestion.

CPU: Intel Pentium Dual Core E6500 5.5K*
    Motherboard: Gigabyte GA-G31M-ES2C 3.2K
    RAM: 2GB DDR2 [Any decent brand] 2K
    GPU: Gigabyte HD 5670 1GB GDDR5 8K
    HDD: Samsung 320GB 2.5K
    ODD: Asus DVD-RW 1.8K
Speakers: 2.1 [Any decent brand] 2K
    Casing: Delux MG-432 with 450W PSU 3K*
    Keyboard & Mouse: Mercury/ Suntech 0.5K
    Monitor: Any LCD 7K
    Total: 35.5K

*Not sure about the exact prices, but should be near.

Look that I have skipped any 1156 socket processor because if he wants gaming, he definitely will need a good GPU. So it's better spending much on the GPU and get a processor that can play all games, the E6500 performs quite similar to the E7500, so it's better to get this.

Get the Delux 450W PSU, you can even run 5770 on that.
You probably will get AOC 18.5" within 7K, last time I saw, it was ~7.4K. It was about 4-5 months ago, price might have reduced by now.
