Recently whenever I am browsing the Web (regardless of the browser), any website I try to connect to gets timed out. I click reload a few times then it goes back to normal. Not only that whenever connecting to Garena or Steam this happens (says 'Could not connect to the Internet). Click retry a few times and things are back to normal. So what could be the problem ?
Are you using a router? Did you make any major changes in the settings and forgot to restore?
Try pinging sites from different devices to check for packet loss, Do the same thing while on direct lan, if still packet loss occurs then its your ISP problem, ask them to get this solved.
Which timeout error do you get, DNS or TCP? I think firefox gives the timeout message following an error string like "dns_server_timout". Please check it and mention it.

DNS timeout. Try using google public DNS for a while (instructions here) and see what happens. If the problem persists then call your ISP and tell them you have nameserver/dns resolution problems with both ISP's own DNS and Google DNS.
