agree with what shawon0418 has said only thing that i would recommend is take a better keyboard and mouse.

    keyboard + mouse + mouse pad - 1.2k

you can look at the APU solutions too but don't think an eight years old girl is going to play call of duty.

monitor- try not to buy viewsonic,

and frankly- she is only 8 years, and its a she, unless another person plans to use the computer, maybe its better not to buy webcam.

i could suggest i3 4th gen if you could remove ups and webcam from the list, because you can buy it anytime later.

    here is my suggestion-

    i3+mobo 14k

    ram 4gb 3.2k
    hdd 1tb 4.9k

    casing+dvd rom 3~3.5k

    keyboard mouse speaker 1.5k

    monitor good 19" 8.3k

    36k

with ups and webcam cost stands near 40k

reason why i always ignore peripherals and suggest better cpu- you can buy cpu only once for a single system, despite what people will tell you.

another suggestion- i know its for a child, but if you were the use and you were movie fan, you should buy 21.5" monitor with 15k, rather than buying a i3.

also, if you are music fan, you should buy good speaker if you can remove ups and webcam from list.

I agree. I wonder how many people understand that their painfully slow experience with their few years old pc is only because of frequent page swaps.

webcam is a requirement...it's one of the few things that was mentioned by my uncle...with all those relatives abroad it is needed...and the basic uses would be simple browsing, word/ppt, music, movies, skyping, and the kids' gaming..
