    Still it has the best camera and sound quality within 30k budget range. 34.5k Lumia 830 is the best in 40k budget range.

    I don't think there's any phone under 25k has better camera than this.

    I would buy a 830 though, bit expensive but very good camera. Only if you don't bother about limited app support.

    Sorry for the OT.
    some lumia shits and htc desire 800 series probably have the worst price to performance ratio.
    but as camera is important here, i might suggest him a Lumia 730 or a Nexus .

    Why not just get Lumia 1020? You might have to increase budget just a little bit...but you get a camera that is better than iPhone 6/Galaxy S5.

    Notes:
    + Best smartphone camera money can buy
    + GPS works perfectly and Nokia offline maps are great.
    + camera grip doubles as a battery
    - kinda old; camera takes 3/4 seconds to start;
    - video quality is good but not great compared to current flagships; still better than all other phones at 30/40k price range
    - while it will get WP10 update, it will miss out the camera speed enhancements of new version unlike L930/L1520.

    You said he doesn't need performance. It got a good camera, and the extra price is because of metal finish.
