Default How to open a port?

Can anyone help me, opening a port? I'm Ispros user, n I guess Ispors blocks all ports, now I want to know, is there any way to open a specific port?

And also If i cant, then suggest me a Isp, in which can I get a specific open port?

If a port is blocked by your ISP, the best you can do is request your ISP to open it.
More or less all major ISPs block ports, even BDcom blocked a very important SSH default port 22!!
If you need to open a port for some specific application, you can try VPN tunneling. Try proXPN, its free and good.
