    you need public ip, link3 provides public ip or also known as real ip, but i dont know if they will give you public ip because they said they will stop giving public ip.

    there is two types of public ip- static and dynamic. l3 usually provides static public ip. which is essential for ftp server. but dynamic public ips can also be alright if you use getmyip .com or dyndns .com etc.

    static public ip doesnt change...ever.
    dynamic public ip changes everytime you restart router or pc.

    now... banglalion qb big modems can also provide dynamic public ip but they dont have bdix lol

    now, dot internet and other bdix connected isps give private ip, but talk to them whether they can manage you a public ip, coz i heard it is possible to get public ips from them with a charge.

    NOTE THAT BDIX and REAL IP WILL NOT BE ENOUGH FOR YOU, because u r making ftp site(assuming you are making it public) so you need really fast bdix uploading speed, when taking connection talk to isp to ensure that u getting enough uploading speed.

    now assuming you already have real ip and bdix, so now you just have to use hfs or other tool to share files in web, turn on hfs and drag the files you want to share, then give the ip to friends or to public.

    IDEA:

    also, creating ftp server is difficult because you need server pc with kilograms of rams and tons of hdds. so people usually make torrent sites like tbd and crazyhd. torrent sites dont need bdix host, you can host torrent site in antarctica, you just have to seed the torrents, and when you seed the torrents they wont be needing public ip either, private ip will be fine.

    so advantage of making a torrent site instead of ftp server- public ip not needed. so you after you host your torrent server in somewhere in mars, create torrent files (it not that hard), then upload those torrent files in your site (so people can download torrents), then in your home seed those torrents.
    but you have to read about torrents and trackers, how do they work.

    PS: you became angry at me after reading the whole post, but i wrote it for future reference, if somebody in future wants to make an bdix ftp server for public

    And I think the ISP'll charge you more when they monitor your connection taking huge bandwidth. They'll prolly 'pursuade' you to get their commercial connection.
