No it doesnt work like that. If you want real ip, your isp must provide it. And I dont think BTCL provides real IP

First things first, you can't "install" an ip address, your isp - in this case, BTCL, provides you one. Some isps like Link3 doesn't have DHCP and users need to manually enter the ip they provide to connect to the internet. I've never used BTCL's ADSL, so I can't tell if your ip is real or not.
Try these steps to find out.

First, open command prompt (press windows key + R, type cmd and press enter), type ipconfig and note your ipv4 address. (Note: If the ip starts with 192, then you're behind a router or your modem has router built in. If you have router, disconnect it and connect directly to the pc. If latter's the case, then I can't help you, wait for someone else).

Then search 'what's my ip' in google, it should show you an ip adress. If the two ip addresses match, then you already got a real ip. If not / your ip from ipconfig starts with 172, then you're behind a NAT and there's nothing you can do about it. I've read somewhere you can apply for a real ip address from btcl, don't know if it's true or false.
